    SOBRE LA RADIO TELEVISIÓN DE LA CUENCA DEL CONGO

    La Radio y Televisión de la Cuenca del Congo (RTBC, por sus siglas en francés) es una herramienta de comunicación de la Comisión del Clima de la Cuenca del Congo (CCBC) creada para apoyar los esfuerzos de los países miembros de la Comisión, en particular para mejorar el suministro de información ambiental en la subregión de África Central y más allá. La RTBC tiene como objetivo afrontar muchos desafíos, incluyendo la información, la educación, la comunicación y la concienciación sobre los problemas medioambientales entre la población, desde el nivel local hasta el internacional, incluyendo los niveles nacional y subregional.

    Además, el mandato de la RTBC es construir y transmitir una narrativa innovadora sobre los recursos naturales de la cuenca del Congo, presentándolos bajo una nueva perspectiva que contraste fuertemente con la antigua percepción, que tiende a mostrar solo el lado conflictivo que estos recursos conllevan y alrededor del cual a menudo se han librado diversas batallas. Se trata de construir un marketing prometedor en torno a estas riquezas que ocultan activos infinitos, tanto como prestan servicios invaluables a la humanidad, desempeñando un papel fundamental, en particular en la regulación del clima global, sin olvidar que los bosques de la cuenca del Congo son una fuente de alimento y medicina para millones de personas cuyos
    medios de vida dependen de ellos.

    Sin ser exhaustivos, cabe señalar que los bosques de la Cuenca del Congo representan un gran activo cultural para muchas comunidades y albergan una biodiversidad abundante con especies emblemáticas y raras.Más allá de la promoción de la educación ambiental y el compromiso de la población en este tema, la RTBC es una herramienta tanto para la diplomacia como para la defensa. Por ello, pretende invertir en la defensa de los intereses de la Cuenca del Congo en el ámbito internacional, especialmente en lo que respecta a la justicia climática, y en compensación por los esfuerzos de conservación en este macizo forestal tropical que se ha convertido en el más importante para el mundo por su capacidad para secuestrar carbono y reducir el calentamiento global.

    Para desempeñar plenamente y eficazmente su papel, la RTBC pretende producir contenido relevante alineado con los retos que se ha planteado. Para ello, la RTBC busca un director técnico para las necesidades de producciones de buena calidad.

    Descripción del puesto

    Bajo la supervisión directa del Director General, el Director Técnico tendrá como misión principal garantizar el correcto funcionamiento de todo el equipo RTBC y garantizar la recepción perfecta de la señal de radio y televisión por parte de los hogares. En esta función, será responsable, entre otras cosas:

    • Garantizar el correcto funcionamiento de los equipos de baja y alta frecuencia;
    • Garantizar el funcionamiento óptimo de las salas de control de radio y televisión;
    • Asegurar el mantenimiento y la resolución de problemas de todo el equipo RTBC;
    • Desarrollar y proponer una carta de colores para la televisión;
    • Garantizar el aspecto técnico de la producción en todas sus fases mediante una buena organización de los equipos técnicos;
    • Garantizar la gestión adecuada del equipo de informes y la postproducción;
    • Proponer la carta gráfica;
    • Realizar todas las demás misiones a petición de la jerarquía.

    Cualificaciones y habilidades requeridas

    • Tener un diploma en técnico audiovisual Bac + 3;
    • Tener al menos 5 años de experiencia en un puesto similar;
    • Dominio total de las técnicas de producción televisiva;
    • Dominación del funcionamiento de equipos de televisión y radio de nueva generación
    • Dominar perfectamente la gestión de las salas de control de sonido, imagen y luz;
    • Dominación de software de producción audiovisual;
    • Tener un conocimiento general aceptable del medio ambiente
    • Dominar el paquete Microsoft Office;
    • Tener un buen nivel de francés. Tener fluidez en inglés sería una ventaja.

    Job description

    El operador de cámara PTZ es responsable de la manipulación a distancia de cámaras robotizadas (PTZ) con el fin de garantizar encuadres precisos y fluidas que cumplan con las instrucciones del director, durante emisiones televisivas, grabaciones o emisiones en directo.

    Sus misiones principales:

    • Controlar las cámaras PTZ remotamente (panorámica, inclinación, zoom);
    • Realizar el encuadre solicitado por el director;
    • Programar y usar posiciones preestablecidas;
    • Ajustar el encuadre, el enfoque y el zoom en tiempo real;
    • Anticipar los movimientos de los altavoces en el set;
    • Comprobar que las cámaras funcionen correctamente antes de emitir;
    • Colaborar con el director, el artista de efectos especiales y el ingeniero de visión;
    • Respetar el lenguaje televisivo y la coherencia de las tomas.

    Cualificaciones y habilidades requeridas

    • Formación en técnicas audiovisuales, televisivas o de imagen;
    • Al menos 5 años de experiencia en sala de control de TV, streaming o grabación multicámara;
    • Dominio de cámaras PTZ y paneles de control;
    • Excelente coordinación mano-ojo;
    • Buen conocimiento de las reglas de encuadre en televisión;
    • Se valora al menos 5 años de experiencia en rodaje o televisores;
    • Dominio del encuadre y técnicas de rodaje.

    Job description

    The TV Director is responsible for the visual production and technical and artistic coordination of a live or recorded television program, ensuring that the storyline, editorial line and technical constraints are respected.

    Main duties:

    • Preparing the production based on the script and storyboard;
    • Managing the technical team (camera operators, lighting);
    • Choosing shots, camera angles and transitions ;
    • Directing from the control room (cameras, inserts, jingles, duplexes);
    • Ensuring live production or supervising off-line editing;
    • Ensuring the artistic and technical quality of the program;
    • Following deadlines, budgets and distribution rules.

    Qualifications and skills required

    • Advanced degree in audiovisual arts;
    • At least 5 years of previous experience in similar positions;
    • Experience in the production of audiovisual programs;
    • Familiarity with TV directing;
    • Perfect command of the French language. Fluency in English would be an asset.

    Job description

    The Radio Producer is responsible for the technical and audio production of radio programs (broadcasts, news bulletins, debates), ensuring smooth, high-quality broadcasting.

    Main duties:

    • Preparing the broadcast (rundown, sounds, music, jingles);
    • Managing mixing console and audio equipment;
    • Launching sounds, microphones, graphics and commercials;
    • Ensuring live or delayed production;
    • Working in coordination with the animator and the editorial team;
    • Ensuring sound quality and respect for airtime;
    • Responding quickly to technical incidents.

    Qualifications and skills required

    • Specialized training (radio host-technician-director)/Bachelor’s degree in Audiovisual;
    • At least 5 years of previous experience in similar positions;
    • Proficiency in audio editing and processing software (Adobe Audition, Pro Tools, etc.);
    • Good knowledge of equipment, installation and studio configuration;
    • Perfect command of the French language. Fluency in English would be an asset.

    The TV CG Operator/Graphic Designer is responsible for creating, preparing and distributing on-air graphics (titles, banners, logos, animations), in line with the editorial line and the director’s instructions.

    Main duties:

    • Designing graphic elements (titles, summaries, banners and credits);
    • Preparing graphics before broadcast;
    • Playing out graphics and animations on air as instructed by the director;
    • Managing live graphic inserts;
    • Updating on screen info (names, functions, scores, titles) ;
    • Checking the legibility and conformity of graphic elements;
    • Collaborating with the director, VFX editor and editorial team;
    • Archiving and updating graphic templates

    Qualifications and skills required

    • Training in graphic design, audiovisual or visual communications;
    • Experience in TV production or graphics broadcasting ;
    • Proficiency in CG and broadcast graphic design software;
    • Good knowledge of television language and on-air timing;
    • Graphic and typographic sense.

    Job description

    Reporting to the Technical Manager, the Sound and Light Engineer will be mainly in charge of managing the sound and light systems. To this end, their duties will include:

    • Managing the sound and light booths;
    • Participating in the production of live or pre-recorded programs;
    • Suggesting the configuration of TV show sets;
    • Participating in the installation of sound and light control systems;
    • Regularly inspecting sound and lighting control systems and troubleshooting any issues as needed;
    • Carrying out any other tasks assigned by line management.

    Qualifications and skills required

    • Higher diploma in audiovisual specializing in sound and light;

    Radio-Télévision du Bassin du Congo (RTBC) is a communication tool of the Congo Basin Climate Commission (CBCC) created to support the efforts of the Commission’s member countries, in particular to improve the supply of environmental information in the Central African sub-region and beyond. RTBC aims, among other things, to address numerous challenges, including informing, educating, communicating with, and raising awareness among populations about environmental issues, starting at the local level and extending to the international level, including the national and sub-regional levels.

    Furthermore, RTBC’s mandate is to build and convey an innovative narrative on the natural resources of the Congo Basin, presenting them in a new light that contrasts sharply with the old perception, which tends to focus solely on the conflict surrounding these resources, around which various battles have often been fought. The aim is to build a promising marketing strategy around these riches, which offer infinite assets and provide invaluable services to humanity, playing a vital role, particularly in regulating the global climate. It should not be forgotten that the forests of the Congo Basin are a source of food and medicine for millions of people whose livelihoods depend on them.

    Without being exhaustive, it should be stressed that the forests of the Congo Basin represent a great cultural asset for many communities and are home to abundant biodiversity with iconic and rare species.

    Beyond promoting environmental education and engaging communities on this issue, RTBC is both a diplomatic and advocacy tool. As such, it is committed to defending the interests of the Congo Basin on the international stage, particularly with regard to climate justice and compensation for conservation efforts in this tropical forest, which has become 2 the largest in the world in terms of its carbon sequestration capacity and ability to reduce global warming.

    To play its role fully and effectively, RTBC intends to produce relevant content aligned with the challenges it has set itself. To this end, RTBC is seeking an experienced Technical Manager for international standard productions.

    Job description

    Reporting directly to the Chief Executive Officer, the Technical Manager’s main responsibility will be to ensure that all RTBC equipment is functioning properly and that households receive clear radio and television signals. In this role, they will be responsible for, among other things:

    • Ensuring proper operation of low and high frequency equipment;
    • Ensuring the optimal operation of radio and TV control rooms;
    • Maintaining and troubleshooting all RTBC equipment;
    • Developing and proposing a color chart for TV;
    • Ensuring the technical aspects of production in all phases through effective organization of technical teams;
    • Ensuring proper management of reporting equipment and post-production;
    • Proposing the graphic charter;
    • Carrying out any other tasks requested by line management.

    Qualifications and skills required

    • Audiovisual technician diploma (Bachelor);
    • At least 5 years of experience in a similar position;
    • Proficiency with TV production techniques;
    • Proficiency with next-generation television and radio equipment
    • Proficiency with sound, image and lighting management;
    • Proficiency with audiovisual production software;
    • Good general knowledge of environmental matters

    Job description

    The PTZ camera operator is in charge of remotely operating robotized (PTZ) cameras to ensure precise, fluid shots in line with the director’s instructions, during television broadcasts, recordings or live broadcasts.

    Main duties:

    • Remotely control PTZ cameras (pan, tilt, zoom) ;
    • Producing the framing required by the director;
    • Programming and using presets;
    • Adjusting framing, focus and zoom in real time;
    • Anticipating the movements of people on set;
    • Checking that the cameras are working properly before broadcasting;
    • Collaborating with the director, VFX editor and vision engineer;
    • Adhering to broadcast standards and shot consistency.

    Qualifications and skills required

    • Training in audiovisual, television or image techniques;
    • At least 5 years of experience in TV production, streaming or multi-camera recording;

    Description du poste

    Placée sous la responsabilité du Directeur Général (DG), l’Assistante Administrative aura de tenir le secrétariat du Directeur et d’assurer toutes les diligences nécessaires au fonctionnement optimal de la Direction. À ce titre, elle sera, entre autres, chargée de :

    • Tenir le secrétariat le secrétariat du DG ;
    • D’initier les correspondances administratives et les soumettre à son approbation ;
    • Assurer la gestion du courrier entrant et sortant ;
    • Faire le suivi de tous les dossiers et veiller à leur traitement dans les délais ;
    • Élaborer l’agenda du DG et gérer ses Rdv ;
    • Effectuer toutes autres missions à la demande de la hiérarchie.

    Description du poste

    Placés sous la responsabilité du Directeur Technique, les régisseurs auront pour mission principale de d’assurer la police d’antenne de la RTBC. À ce titre, ils seront entre autres chargés de :

    • Responsable de la Régie ;
    • Responsable de la vérification des visas de diffusion des programmes radio et télé,
    • Veiller à l’exécution des productions suivant les conducteurs dûment signes par la hiérarchie ;
    • Veiller au bon fonctionnement des régies radio et télé ;
    • Suivre la grille de diffusion ;
    • Participer au monitoring des programmes diffusés ;
    • Respecter et faire respecter les process de diffusion ;
    • Veiller à la diffusion des émissions selon la programmation du média ou éventuellement selon les décisions de la hiérarchie, en cas de programmation spéciale ;
    • Participer aux réunions avec la hiérarchie ;
